Dr. Lu is an Associate Professor of the School of Transportation and Director of the Institute of Traffic and Transportation Research in Fujian University of Technology(FJUT). In 2013, he was selected as the first batch of smart city construction and management technical experts of  Housing and Urban-rural Development in Fujian Provincial Government. In 2017, he was appointed as a special expert of the Road Traffic Safety Research Center of the Ministry of Public Security. In 2018, he was awarded the  Fujian Province Outstanding "Hundred Talents Program". He is also a member of the TOD Integrated Planning and Management Technical Committee of the Department of Transportation Planning of the World Transport Convention (WTC).

Research Fields include Transportation Planning and Management, Mobility as a Service (MaaS), Bus Rapid Transit (BRT), Urban Rail Transit, Public Transportation System, Mode Sharing, Transportation Demand Management(TDM), Intelligent Transportation Systems(ITS), Distribution Management and Project Management(PMP certificate). He has published more than 30 papers in academic journals and conferences.
